Last night my 95 SC1 loss all electrical power which shut my car down. It took about 15 sec for it to start back up. Today, while on the freeway it did the same thing. This time it took 15 min to restart only to drive about two miles before it did it again. I finally got it towed home. The battery connections are good. The alternator is good. Please help me. I don't have money to pay people to guess or buy unneeded parts to no avail.

Probably something shorting out. This is something that probably isn't going to be easy to figure out. You need someone that can diagnose it in person

Cat. converter probably pluged. Mine did same today. Mechanic who tow my car said likely cause. I can hear fuel pump running, recent change fuel filter will check fuel pressure. But I will try emissionwiz fit too.

It sure sounds to me like a valve body issue. This means you should not have to pull out the transmission completely. The valve body is located right under a pan on top of your transmission, under the battery. Obviously it is not something to be tackled unless you absolutely sure you want to take a chance.
It is a very common problem on any saturn TAAT transmission, the pressure regulator wears out and needs to be modified.

Looking at the brief outline of your problem it may be due to ignition switch failure? You obviously seem a competant Mechanic by all the jobs you have done already?
Have you tried Hot wiring the starter? (Take a insulated live+ wire from the battery and flash the solenoid)
Or if it is easier remove the block from behind the ignition switch and hot wire from there as I think it is this that's the fault.
A common problem on Vw's you twist the key all the way but the starter connection doesn't make so the solenoid on the starter doesn't get power.
