I have a 1983 Royal Knight SS. Had the same problem. Had my wiper motor and washer pump replaced. works like a dream now. replaced my original combination turn signal wiper switch on steering column and now have good working intermittent wipers. It is great to see driving in the rain now.

I beleive that would be the resistor pack that would need replacing.
It is usually near the fan.

the way to check the window motor is take the panal off and with two long wires from the battery un hook the motor plug and place the ground on first and with the hot wire place in on one prong and iff nothing happens put the hot wire on the other prong. that is how you bypass the switch. but i think your window motor is bad
