The throttle is stuck, may be from corrosion from sitting. Find where its stuck, correct that and you should be OK. When the throttle is wide open, the choke plate will not be closed fully, and if you can't pump the throttle, the accelerator pump can not function (the pump must stroke to work)
the kick down cable is a mechanical connection that down shifts a transmission when the accelerator is wide open and the road speed is too low
as when going up a steep hill you have the throttle wide open and the vehicle needs to change down gears or the engine will stall
so no cable now down shift when required
run the fault codes as I would not think that the cable is the problem
cruise at say 45mph ok?
if i accelerate , it bogs then catches up?
if i accelerate, it bogs and never catches up?
if i go WOT, wide open throttle it has full power up a hill after the bog?
these test , are the KEY tests.
this tells me what is wrong.

Sorry, but that is a wide open question for which there is no single answer. There are a lot of things that can cause what you are describing. It could be anything from needing a simple tune up to major engine problems or even a clogged-up exhaust.
Try changing the fuel filter. If it clogs up the engine won't get the fuel it needs to run at wide throttle openings, the engine will ****** the timing, and you'll lose power. With less throttle the filter can flow well enough for the engine to run properly.
