Replaced timming chain now does want to run correctly bad fumes

It sounds like the timing chain was replaced one tooth off. The only other option if the timing chain is correct would be to adjust the ignition timing. Since the timing chain was replaced I would think it to be the first problem.

I'm replacing the timming chain on my 1996 seria pick up how can i bring it up on tim?

If you mean how do you install the distributor, you set the timing marks on the crank pulley and point the rotor to the number one cylinder plug wire.
You'll either be close or 180 degrees off.
