Never getting power to the relay coil from the ECM ??? The PCM doesn't supply B+ voltage ,it supply's a ground . Do you know how a relay works ? Pin 85 on both fan relay's should have B+ voltage . There is a inline fuse that supply's this voltage and it is located under the steering column .
VEHICLE RELAYS Operation Diagnosis
Check for B+ voltage at pin's 85
You have done well so far, but this is a hard problem. Have you checked the reference voltage (usually 5vdc) that is going to the temp sensor? It might be getting pulled down by one of the other sensors on that wire. A way to check is to get a baseline voltage on the coolant temp sensor black wire. Then unpulg the map sensor--does the voltage on the black wire increase? If yes, replace the map sensor. If not, next unplug the A/C pressure sensor. Same process. Finally, unplug the transmission temp sensor. If unplugging any of these sensors increases the voltage on the black wire by say a volt, replace the bad sensor and retest.
SOURCE: cooling fans will not run
Most GMs use a relay package to turn on the fans. That is often controlled through a processor package. Very complicated...if yours is one of them. You will need Mitchell's manual or equal to trace this to see if you have all the signals.

If you have changed out the relay, and disconnected the temp cooling sensor, make sure you have replaced the correct relay; I believe there is one bank of four relays located by the passenger side head lamp. If the fan is running continuously, then I would say the relay is stuck in the closed position, resulting in completing the electrical circuit, powering the fan. Have the new relay tested. You can find a wiring schematic in the Hanes manual for your make and model.

remove the cooling fan relay you should have power on the pink and black wire and the solid red wire going to the base for the relay if you do then check then turn the a/c on and check for your ground sigal from the darkgreen and white wire if no ground you have a bad fan control module located on the right side of the engine compartment

The cooling fans are controled by the CTS... coolant temperature sensor, on your vehicle

my heater/fan on my 1999 Buick Regal is not working...where is it located? Where are the fuses to see if I just need to change one of them? Thanks
