The fan for the radiator wont start i have changed the switches where is the fuse located for them

First things to check would be fuse(s) at dash & under hood, as well as rad fan relay & possibly coolant temperature sensor.

the electric cooling fan for the radiator will not turn on when the engine reaches normal operating temp, its only supposed to come on if the engine temp goes over the normal temp. (around 220 degrees)
it is normal for the fan to come on any time the a/c or defroster is turned on.

The main fuse block is located in the underside of the instrument panel, in or behind the glove compartment. Remove the access cover in the glove compartment to access the fuse block. Spare fuses and a fuse puller should always be kept here. Various convenience connectors, which snap-lock into the fuse block, add to the serviceability of this unit.
On some vehicles, you may have to remove a cover for access to the main fuse block
The main fuse block is in or under the glove compartment
SOURCE: Replaced 96 buick regal radiator. Now the coolant
check the level of coolant sounds like you had a air bubble in the system and it finally came to the top.which means the coolant will be down.
It
can be faulty brake light switch causing the problem or its wiring short for switch.
