actually, you need to remove the bumper cover as solution 2 says, then there is one screw there that you take out. but then there are 2 nuts that you have to access from inside - which they want you to take the whole interior of the truck apart to access. i have the same issue, except it was my husband who backed into our minivan,and i'm not sure what i'm going to do. if you take off the access panel, you'll see that it looks like you could almost get those nuts off if you had the right tool - a very narrow long socket and socket extender to fit in the access holes. i'll let you know if i'm able to do it or not.
Should look for the bumper shocks and remove which ever is easiest, remove bumper then remove cover , replace cover and reinstall bumper, watch out for wires and clips might hold cover to side plastic.
Pop the trunk and remove the screws or clips thats connecting the
bumper there, and then do the same thing in the wheel wheel and under
the bumper along the lip and it should come right off. There might be
some under the tail lights so you might have to take out the tail
lights.
