1st time install of OEM fog lights into a 1999 Mercury Cougar?

Is there a relay switch for fog lights for a 1999 Mercury Cougar? I installed o.e.m. fog lights into my car, which originally did not have fog lights, and I have an o.e.m. light switch (used), which has the fog light switch built into it; as far as I can see thus far, all of these things have been connected together in the proper manner(s). However, though both of these are installed, when I pull the switch to its "out" position, to turn on the fog lights, the fog lights do not turn on. The H3 fog light bulbs are new, so I don't think there is a problem with the bulbs. Also, since no indicator light for the fog lights came on in the instrument panel, I wonder if there is some wiring that I do not have, which goes from the rear of the light/fog light switch to a relay (or to a fuse), which my car did not come with since my car did not (as far as I know,...I bought it used) originally come with fog lights. Is there something else that I have to install or to connect in order to get these o.e.m. fog lights to work in my 1999 Mercury Cougar, which, in my best understanding, did not come with fog lights when it was originally made?

Look under the dash near where the headlamp switch mounts and if yours is equipped you should see I think it is a blue 4 pin connector with the following wire colors OG,OG/WH,OG/GN,BK.
This is for the fog lamp relay.If yours has this connector then you will need to purchase a relay ford part number F6RZ-14N089-AA should list for about $10.

    If non of the above works what should I do next?. I did get the really 'thanks' and the car was equipt with the blue four pin connector for the relay switch I just plugged in. Lights just won't go on.

Sounds like a blown head gasket .But thats easy bad relay switch or coolant temp switch or bad resistor.

Blower motor fuse is located 99 mercury cougar

SECTION 412-04: Control Components 1999 Cougar Workshop Manual REMOVAL AND INSTALLATION Blower Motor Resistor Removal
  1. Remove the upper footwell trim panel (passenger side).
    • Remove the pushpins.
  1. Disconnect the blower motor resistor electrical connector.
  1. Remove the blower motor resistor.

Ignition switch

Remove the 3 screws form the steering column lower shroud.
Then remove the 2 screws from the ignition switch and remove.

Brake lights not working

There is a Relay under the Hood in the Fuse Relay Box. Replace this and it should be OK. If not let me know so that we can look elsewhere for the Problem. Please Rate my Solution, I need all the Help that I can Get!
