I have a 2001 VWPolo with manual air conditioning and i have no lights underneath the panel,I presume its a burnt out fuse but I cant pin point the fuse

I really doubt the problem is a fuse. More likely the pump is defective or plugged or the washer switch is defective, use a test light and problem the connector to see if it lights when the washer is activated by the switch. If it was a fuse it will just blow again. Fuses blow for reason that is a shorted circuit.
Consult your Car Owner manual to locate where the Fuse Box is located: Check the appropriate fuse(s) for the appliances in your car that are not working - I suspect that the AirCon, RearWiper and Fog lights are sharing the same fuse as it would be extremely unusual to have 3 separates fuses blown at the same time.
ps. The Polo usually has some spare fuses in/near the Fuse Box.
