All gages were normal when vehicle was operating but intermittment clicking noise was heard in area in front of driver's side of vehicle. No previous problems with starter. Upon attemting to start the engine there is no turnover and all electrical power goes off. After waiting several minutes the electrical system seems to reset and electrical power is restored to lights, etc.
Sounds like you lost the serpentine belt, which runs the alternator. When you heard the ticking sound, did you notice if the battery light came on, Check the belt and fully charge the battery. Do not jump a dead battery. Wear safety glasses when servicing a battery, an explosion and acid hazard exist

you probably have corrosion in the power train control module and connector.it is located under the hood on the passenger side on the fire wall.remove the connectors from the module and clean the connectors and module with a soft brush and spray them with electrical cleaner.i have seen this problem before.

This sounds primarily like a starter on it's way out. The next time the starter will not engage the first time, have someone else hold the key into the start position and you tap the starter with a hammer and if it engages, replace your starter. Let me know if you need instructions on how to do so.
