is commonly caused by a dirty automatic idle speed control valve and
throttle valve. Buy a can of throttle valve cleaner (do not use
carburetor spray cleaner!) from NAPA or Carquest (made by CRC
chemicals) and spray it into the air intake while the engine is
running, use up about 1/2 the can, engine will try to stall hold the
speed up, shut it down and let it soak for 30 minutes, restart and
blow out the remaining fluid, shut it down and disconnect the
negative battery cable for 5 Min's to reset the base idle control

The idle is electronic, possible causes of this could be the idle air control valve, mass air flow sensor, and air hose from filter. You can verify if there are any leaks in your filter housing with a visual inspection, you can also remove the mass air flow sensor very easily and see if it is clogged with dirt.

Your throttle body has built up gunk in it. When the power was lost from the blown fuse, the learned values in the ecu for idle were lost. After this the default values are used, which are too low for stable idle when there the throttle body is dirty.
Remove the intake hose from the throttle body and clean the inside of the throttle body with a rag wetted with throttle body cleaner or non-chrlorinated brake parts cleaner. Be sure to open the throttle plate to get it totally clean.
Your idle will return to normal afterwards.

The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. You take out the battery, and the air-filter housing to give extra working space.
Then push in the starter motor to its place, and hand-tighten all its bolts.
Wrench tighten the starter bolts to the engine 38.ft-lb
Connect the solenoid wire, and tighten to 10.ft-lb
Connect the battery positive cable, and tighten to13.ft-lb.
Replace the air-filter housing.
Replace the battery, and terminals.
Crank-up the car.
