You need to check the Blower resister. This is what makes the different speeds. It is located below the dash on the passenger side. Has at least 4 wires going to it. There is most likely a trim panel you will need to remove to see it. Check to see if the connector is burnt. If ti is both the resister and the connector will need replacement. As far as buying and returning a blower motot beware as most places will not take back electrical parts for this very reason. Best to diag and get the right part the first time.

the best solution for this problem is to buy a new blower motor at the auto parts store or a used one at the wreckers and keep the receipt.
without tearing everything apart unplug the old blower and plug in the new one.
if it works tear the old one out and put the new one in.
if it does not work return the blower and get back to me.
this of course assumes you have checked the fuse (both sides) with a trouble light(continuity tester). if there is more than the blower running off the fuse just make sure whatever else is on the fuse is working

calibrate damper:
Use this procedure to ensure that the A/C-heater control is correctly calibrated to the blend door actuator. If the calibration is not correct, the heating-A/C system may experience a condition where full heating or cooling capabilities cannot be obtained.

Many steps can not be done with out a real jeep scan system.

1999 Jeep wragler heater blowing cold air why?

Could be different problems.
The blower uses a resistor to regulate fan speed, the resistor could be faulty.
You would need to know if the radiator is full of coolant and if both heater hoses are getting hot. There may be a temp control valve in one heater hose that is not opening up to allow flow thru the heater core.

I have a 1999 Jeep Wrangler and the heater fan stopped working for all the fan speeds. The fuses are fine. How do you know if it is the blower resistor or the blower motor?

If you bypass the resistor pack and connect the motor directly to the fused 12v supply then the fan should run at maximum speed. If so, it's the resistor pack that's blown: a very common fault on a huge number of makes and models.

blower motor resister has burnt out also check wiring going to your blower motor resistor these must have a good tight connection or they will burn if any sighns of being hot change the complete wiring pig tail to your blower resistor

Heating and air conditioning

The blower motor works on high setting ONLY when the blower resistor is bad. The blower motor resistor is held in place with 2 screws and attached into the heater housing under the right side of the dashboard. You can identify the resistor by the big wires that are connected to the connector. If this heating/cooling system is the auto temp type, the part is a bit high on the price.
