Check all applicable fuses, relays, solenoids, switches, all wires to and from the fuse box to the solenoids.
1. fuses
2. relays
3. wire connectors/connections at each relay,switch,solenoid.
4. test each switch and solenoid
5. Replace any item that is suspect,
6. repair wiring and connectors that fault.
Need to remove interior door panels.

no you have to remove the vent between the hood and the windsheild its on the out side of the car it sounds like your freshair vent is stuck open

the dash doesn't have to be removed to repair this the console has to be removed and the lower dash panel you will be able to access the motor to replace it

You can't even reach the door without pulling the dash assembly out, then u might as well fix the problem,
