Where is the oil filter on a 1990 chevrolet celebrity

If I recall, that is a rather small filter. There would be a filter remover that fits over the end of the filter and is turned with a ratchet wrench. They are called oil filter cap wrench, at any parts store. There are about 3 different sizes of oil filters, so you need to find the proper fit for your filter.
You put the cap over the end of the filter and use a 3/8 drive ratchet wrench to turn the filter counter clockwise to remove. Once off, wipe the filter surface clean with a rag. then put fresh oil on the new filter's rubber gasket and install only hand tight-as tight as you can get your hands to turn the filter. OR, you spin new filter on till the rubber gasket touches the base of the engine block. then turn filter 3/4 turn more.

at front of engine below the exhaust manifold.

When was the last time you changed the air filter ?? Do you pour a bottle of fuel injector cleaner once a month into the fuel tank ?? Clogged dirty fuel injectors will give the symptoms you describe.

Do you have good spark at all wires?

ignition coils packs sits on top of the ignition module.cant miss it.

check for a possible short in your wiring.

the reset lever should be on the inside panel behind the passengers side trunk area... It should be a yellow handle that you simply pull to allow the flow of fuel again.

sounds like the injectors are either not working either clogged or shorted out try a bottle of injector cleaner like chevron techron if it dont improve ur injectors are shorting out
