My 91 Eagle Summit will not shift after 2nd gear
Your transmission is in limp mode. It will only shift into second and remain there. About the only thing you can do is bring it to a transmission shop, but I can tell you you will need a rebuild or a new/used transmission. Realistically it will cost at least $1K to repair.
On a 1991 eagle summit,
Use a flat head srewdriver to pull the handle away from the door panel, and you will see a C clip that is holding the handle to the window crank shaft. Take another flat screwdriver and pop the C clip out. To reinstall the handle, put the C clip in place on the handle, then gently tap it into position on the window crank, and it will snap on.

sounds like it is incorrect flex plate
for bolts to keep coming loose i wouldsay the bolt threads in end of crank have been streched thru over tightening
you may be able to redrill and tap these
to do this you will have to pull engine

WELDING WILL ALSO PUT FLEX PLATE OUT OF BALANCE WHICH AGIAN WILL CAUSE CRACKS AND PROBABLY WAS THE ORIGINAL PROBLEM TO START WITH
Floods out 5 times out of 10 when trying to start
Blue smoke
is caused by engine oil entering the cylinder area and being burned
along with the fuel air mixture. As with the white smoke, just a small
drop of oil leaking into the cylinder can produce blue smoke out the
tailpipe. Blue smoke is more likely in older or higher mileage vehicles
than newer cars with fewer miles.
How did the engine oil get inside the
cylinder in the first place? The car has many seals, gaskets, and
O-rings that are designed to keep the engine oil from entering the
cylinder, and one of them has failed. If too much oil leaks into the
cylinder and fouls the spark plug, it will cause a misfire (engine miss)
in that cylinder, and the spark plug will have to be replaced or cleaned
of the oil. Using thicker weight engine oil or an oil additive designed
to reduce oil leaks might help reduce the amount of oil leaking into the
cylinder.

Check to see if the radiator fans are turning on. If not check fuses, then connectors, and the fans themselves. If they all work as they should check the engine coolant temp sensor. There are 2, one for the temp gauge on the dash and one for the ECU. Check the one for the ECU (if you've gotten this far).
Do the valves bend on
yes they can. sometimes you'll get lucky if it broke while starting, most times they bend when belt breaks while driving.

YOU NEED TO REMOVE THE WHOLE AIR CLEANER UNIT WITH AIR FLOW SENSOR.FIRST DISCONNECT AIR FLOW SENSOR BE CAREFUL NOT TO DAMAGE AIR FLOW SENSOR WHEN REMOVING AIR CLEANER COVER BECAUSE AIR FLOW SENSOR CONNECTED TO COVER. YOU HAVE TO REMOVE AIR CLEANER ASSEMBLY BEFORE YOU CAN SEE THE STARTER.
What code reader do i need for 95 eagle summit
If you do some internet research you can find the process to use an analog volt meter to get the codes.You connect the meter to 2 of the 16 pins in the connector.www.troublecodes.net is one source for the info.
