What do I look for to fix the Power seats and power tilt steering has no power
A control module ! Electronics
The steering column has a tilt/telescoping control system that consists of an electronic control module capable of class 2 serial data communication, a steering column power assembly with positioning motor and sensor, and a steering column control switch. The multi-function lever provides for the control of the headlamp high beams, and the windshield washer and wiper.
The tilt/telescoping steering column in/out/up/down switch is an input to the driver position module (DPM). The tilt/telescoping drive motor is an output function of the DPM.
Steering column memory settings are stored in the DPM. The steering column position sensor is an internal part of the tilt/telescoping motor assemblies, and is an input to the DPM. The DPM uses the position sensor input when storing and recalling memory settings.
Same thing with the seats , electronic control module .
Battery positive voltage is supplied at all times to the memory seat module (MSM) through the battery positive voltage circuit from the POWER SEATS circuit breaker located instrument panel (I/P) fuse block. This voltage is used to power up MSM and also to apply power to the seat motors when commanded. Battery positive voltage from the TILT/TELE SW/MEM SEAT MOD fuse located in the body control module (BCM) fuse block that supplies voltage to the seat adjuster switch and the memory function switch, also supplies voltage to the MSM. The MSM monitors this voltage circuit in order to determine if battery voltage is supplied to the seat adjuster switch. The MSM is grounded through the module ground circuit and G301.

After This Have The Battery Properly Charged & Load Tested.
Looks like a dead battery,
There is an emergency key for just this situation.
Use it to pry the keyhole cover off the left (driver's) side of the rear bumper. The pry point is at the bottom of the cover. Insert the key, unlock the trunk and lift it open, it's not too heavy.
Open the little door on the left side of the trunk, near the back. It has a gas pump on it. There are 2 tabs inside. One opens the gas cap. The other unlocks the drivers door. Now you can get into the driver's side of the cabin.
Below and forward of the button to release the hood on the left side of the steering wheel, is a manual hood release. Pull it and release the hood.
Now you should be able to open the hood and charge the battery to make everything work again.

I'm afraid you are at the mercy of the dealer on this one my friend! Other than electrical/computer diagnostics there is no service information available to the aftermarket. I am a professional repair technician and I can't even get a parts list for your roof system. You now know WHY the previous owner wanted to sell the car!

I need to unlock my
this is a tough one but you can actually jump it with the hood closed if you are careful and know what you are doing. If you jack the front of the vehicle up and put it on jack stands you will be able to see the starter underneath right between the motor and the trans. there is one large wire running to it this is the positive directly from the battery. the ground can be connected anywhere on the frame. then you should be able to use the keyless entry into it to open the hood or the trunk to replace the battery.

Are you sure the engine is not grounded? Could be the starter relay. To make sure it is not a ground problem use a battery jumper cable and connect the engine to the negative battery post. Also make sure the battery did not lose its charge while working on the belt. Possible key left on.

My 2003 Cadillac CTS key stuck in the ignition and the gearshift is stuck
Is it stuck in the engine "off" position?
1.) Check your car battery. If it's very low or dead, it may be preventing the ignition from unlocking. If it's low or dead, charge it and try again.
2.) If the battery checks out okay, press firmly on the "S" button (sport mode) next to the gear shifter. Surprisingly, that somehow solves the issue sometimes.

What's the firing order for a 1995 Cadillac DeVille 4.9 V8
Engine firing order (1 8 4 3 6 5 7 2)
The cylinder numbering usually starts from the timing belt or chain side, so it does on your engine also.
The FRONT BANK (at the radiator ! ) : 1 3 5 7, starting at the passenger side
The REAR BANK (at the firewall): 2 4 6 8 , starting at the pass. side also.
The #1 cylinder on the distributor cap is around 3 o'clock and the rotor turns counter clockwise.
