Wont pass nys emission inspection. check engine
Have the computer scanned (see my tips and tricks section for a free way to do so - click my screenname and go to Tips and Tricks). There are either latent codes (codes which are set but are not tripping a check-engine light) or you have an issue with a readiness code.
Once the codes are scanned, post them here as a reply/comment and I can work with you on solving the issue.
1997 Nissan Maxima - won't start; engine
This sounds SO-O-O-O familiar! There are all kinds of variables here.First, why was the alternator replaced? Did anyone ever perform a charging sytem test on the vehicle before making this decision?If the alternator was in fact bad, it is VERY COMMON for a shorted cell in a battery to be the CAUSE of the alternator going out. Has the battery been PROPERLY tested?Then I have a serious problem with taking the starter off of the car to have it "checked". What is anybody going to do with the starter off of the vehicle? Put some battery power to it and see if it spins? Just because it spins on a "bench test" does NOT mean that it is good, or that it has enough power to actually turn an engine over.You probably only have something really simple like a bad battery cable causing this whole thing!Please review the following articles:

sunroof cable could be broken or jamed and the clock could be a fuse
How do i fix a 1997 nissan maxima taillights. i have no tell lights and not the fuse?
If you have no lights period I would check the wiring. If it's not the fuses (Under hood and inside). Just the brake lights check the brake switch under brake pedal.
Some Nissan's have a unit between the wiring that goes out. Trace the wires from the tail lights It would be in the trunk. Small black box.

Not starting
All "crank, no start" conditions are approached in the same way. Every engine requires certain functions to be able to run. Some of these functions rely on specific components to work and some components are part of more than one function so it is important to see the whole picture to be able to conclude anything about what may have failed. Also, these functions can ONLY be tested during the failure. Any other time and they will simply test good because the problem isn't present at the moment.If you approach this in any other way, you are merely guessing and that only serves to replace unnecessary parts and wastes money.Every engine requires spark, fuel and compression to run. That's what we have to look for. These are the basics that need to be tested and will give us the info required to isolate a cause.1) Test for spark at the plug end of the wire using a spark tester. If none found, check for power supply on the + terminal of the coil with the key on.2) Test for injector pulse using a small bulb called a noid light. If none found, check for power supply at one side of the injector with the key on.3) Use a fuel pressure gauge to test for correct fuel pressure, also noticing if the pressure holds when key is shut off.4) If all of these things check good, then you would need to do a complete compression test.Once you have determined which of these functions has dropped out, you will know which system is having the problem.
How to get key code from vin
Only a Nissan dealer can cut you a key. Most will require the vin number and proof of ownership before they will cut you a key.
