Wipers won't turn off on 1986 chevy caprice
Hello.
Try removing the Wiper fuse from the fuse box and see if the wipers stop. (The fuse should have a "25" on it and will be the 2nd fuse from the left and in the 2nd row from the top.) If they do not, the wipers are getting power from another source other than the switch and this will need to be searched out.
If they do turn off when the fuse is removed, replace the fuse and then look at the switch. Move the wiper switch back and forth thru all of the settings. If you do not see any change in the wiper speed, the switch has failed and is stuck in one position. replace the switch

How old is the battery? It can have the proper voltage but not enough amperage to spin the starter motor over.
Turn off ALL of your accessories and try to jump start the car. Look for loose or corroded wiring. Tighten loose connections and make sure you have a good ground on the negative battery terminal (goes to the engine block). If you painted the engine or there is a leak that drips down to this connection, it can be enough to keep the current from making it to the starter.
The starter is located on the passenger's side of the engine, towards the rear of the engine block just in front of the bell housing on the transmission. You will have to crawl under the car to see it. Might be loose wire on the starter too. If you have done ANY recent work, retrace your steps to confirm you did not forget to tighten up a bolt / nut.

knowledgeable or you don't work on cars or anything else
You make a diagram of where the wires are, before you remove them & write the cylinder numbers on with a ball point pen, as you
install the new ones & check your work
Spark plug wires
I think I answered this. I believe the numbers are so that you have the correct length for each plug. There is no difference, except for the length. To isolate your problem pull one wire at a time and when the engine smoothness does not change, you've found the bad one. Check the plug. If it is okay, replace that wire with one of your old ones to see if that cures the problem. If that does not help, you might check the cap to see if there are any hairline cracks in it. I hope this is helpful.
Wont start
More than likely the timing chain is out of it. Check all the fuses. May be the module under your coilpack.
How do i crank an 305 engine thats not in the car
preferably put engine on a stand, with flywheel on and starter motor installed. take a battery and a pair of jumper cables and hook the positive end to the big terminal on starter and a small wire to small terminal thats toward block. then touch small wire to battery positve to engage starter, engine should crank over.
