I'm not sure if an obd2 will work on your year...I own a 93 formula and have a obd1 reader. It is for 92 or 93 GM to 98 GM vehicles. It works extremely well for what you would be using it for. It won't tell you exactly what is wrong, but will definately point you in the right direction.
Hi, there is no power there per se, but there should be 2 wires. Both must run to the PCM. See diagram below for wire colors. The PCM is back against the firewall on the passenger side below the hood hinge.
May have a fault in the VATS. Most likely the wires that come from the ignition lock are broke. That is the weak link of the VATS.
Need to measure the resistance of the pelet n your key and basically add that value of resistors to the wire for the lock cylinder at the bottom of the column where they come out.
If you do a search for "VATS bypass" you should find diagrams of how to do this. (This is mistakenly refered to a VATS bypass while it really is not a bypass. The Pass Key module always stays in play. It just bypasses the weak link in the system.)
I have experienced a car with a heat sensitive crankshaft sensor so I would opt for that as my first choice. I doubt the fuel pressure regulator would cause your problem but it could be the fuel pump or water or dirt in the fuel tank.
Could be a mass air flow sensor or a MAP sensor problem , but without testing that is just a guess . Take your vehicle to a qualified repair shop that has the proper diagnostic tools an knows how to use them . Using a scan tool to view engine sensor data parameters .Fuel trim's ,short an long term , are the O2 sensor's switching normally, coolant temp. A lot more involved then a fuel filter . engine management system.

OBD1 1981 thru 1995OBD2 1996 thru 2014You should not be able to connect an OBD2cable to your car, need OBD 1 cable & softwareGoogle the question & try You Tube Video, to seehow to check your make for codes
The fan relay is grounded by the computer (ECM) so you need to test that pin on the ECM connector. When you unplug the ECT sensor you send it into default that is why it runs. Please keep in mind that the fan is not activated until the engine reaches 220F-225F that is well passed the middle of the temperature gage scale . Make sure you really have a problem.
If it has sat and not run for awhile...the fuel could be dirty...add a bottle of HEET to help eliminate any water build up...also add a bottle of fuel injector cleaner to the gas tank...may need 2 bottles...last check would be the control module for a spark test...
