Are the bulb sockets corroded? I would do the easy remedy first, by replacing the bulb sockets and bulbs. Also check the fuses.

Perkins is a hard engine to prime. Fill the fuel filter with clean diesel, there should be a hand pump on the left side(looking at the front of the vehicle) . There should be a bleed screw on top of the filter housing. Loosen the bleed srew and pump the hand pump untill you get a steady stream of fuel from it. Tighten the bleed screw. Loosen the injector bonnet nuts approximately 1 1/2 turns on all of the injectors. Turn the engine over until you see a steady stream of fuel from the the injector bonnets. Tighten the bonnet nuts, pump the handpump approx 10 times and start the engine. Give it half throttle until it stops stumbling and all of the air is worked out of the system.

same back brakes as a ford D series by the sound of it ,if you can take some low resolution pictures and upload them for me so i can if their the same girling type brakes i can then tell you how to set them up ,they have two pushrods that go inside the shoe and have a cantelever mechanism that is adjustable ,the setting is 10th clearance or a small wiggle woggle and both these rods are the same size .see how you get on and if need be let me see them ,i havent been beaten yet by any vehicle manufacturer

White smoke is a sign of unburnt diesel fuel, check your glowplugs as thats the most common cause when starting .It will start but not hot enough to burn fuel at start up, also check glowplug relay if not the plugs
