You just bought rear pads. The E brake pads are on the inside of the rotors. They have to be adjusted. They are not self adjusting. When I do brakes, all adjustments are free. If there is some reason I can't adjust them, I would tell you. So your problem could be the inner pads are worn or need adjusted, the cable could be stretched out, or a combination of both. Usually cable adjustment is under the car.

Im researching how many other people are having this problem before i submit my complaint. The problem is the seal around your lights. I bet your lights have condensation in it and the side compartments and boot is full of water. Its the foam seal around the lights that is the problem. If you do not have warranty then you are looking at three hundred pounds if you have to pay for your diagnostic check!
