P0303 causes?
You don't WANT it turn run leaner. The computer constantly monitors and readjusts the mixture, and it runs LEANER at warm idle than any other time.
Check the distributor cap & rotor. Is #3 spark plug gapped correctly? Pull the plug & inspect it for fouling. Try swapping one of the old plugs back in.
How are you sure than the #3 injector is good?

2006 dodge stratus is having trouble turning
Depending on your description of grinding could be power steering pump if whinning noise if tight on steering check steering rods tie rods and also check cvr joints for front wheel drive also depending on the direction of turning and which way is worse check the struts might be binding on

Why isnt my stratus turning properly
If you mean steering properly I can only speculate what your Stratus is doing.Steering related if it does not have power assist and turns hard sitting still try revving the motor slightly while turning the steering wheel if it feels like it turns easier then you may have a pump issue if it isn't easier then you still may have a pump or gear issue.If when driving it wanders you may have a suspension or steering component wear issue the same if it feels like it's binding while turning.These were common for outer tie rod ends wearing first as miles accumulate.

How to change the headlight switch
the headlight switch is part of the change lane or turn signal lever handle that goes in the steering wheel assembly. You must replace the entire assembly because it is not easy to replace only the headlight switch. As it somewhat expensive, try to check to be sure it is the switch what has failed and not the wiring harness or other part of the circuit. Same situation for the high beams switch. Look for suppliers, as the original part is too overpriced. It is made by "VALEO" from France.

Cant pull coil
Guessing you have the 6 cylinder 2.7 liter engine. You should be able to twist the coil in order to pull the ones that the intake (upper) is in the way and as it is part way out, you can bend it a bit just enough to pull the haed ones out. Hope this helps...

2006 dodge stratus looses power after running for a while
either your fuel filter or fuel pump is clogged from all the debris from the gas tank , you are going to have to change out the filter or empty your gas tank and pull your fuel pump out and change your filter on your pump out.

My car stalls out sometimes while stopped, stopped in the turn position, and now while I'm driving
You need to have the codes checked before any proper diagnosis can be started. If the light is on solid it can be any number of emissions related problems. If the light is blinking however then the problem lies within either the fuel or ignition or possibly an air or vacuum leak. Once you have the code definitions the diagnosis can be taken further. Remember most codes do not tell you what the problem is. They tell which system or sub system is being affected. For instance if a code for an oxygen sensor is shown, this does not mean the oxygen sensor is bad. It means that either to much fuel or to much air was detected in the exhaust by the sensor. That problem would likely be an ignition system problem. No ignition no burn of the fuel or air. There are other causes of course. But the point is if the fuel is not ignited then the sensor will show as reading a high voltage (to much fuel it never burned) or if the sensor was reading a low voltage then to much air. ( an air or vacuum leak, or no fuel being delivered to that cylinder) Both of those scenarios would have a blinking check engine light which signifies what is called a misfire.

Chrysler (Dodge Stratus) Tail light, dash light, license light doesn't work

Try flooding out the ignition switch with WD40 and the tube nozzle to clean it. It sounds like the contacts are dirty.
As it is fine with the engine off, there is a possibility that the Body Control Module is involved with the issue. A good auto electrician could diagnose.
