I think, this not a problem. Your bike rembers the settings before it is turned off. Or by default it goes to highest resistance mode after turning on. You can do 2 things.
1. Before you turn it off make sure you bring it at the lowest resistance mode.
2. When turning it on bring it at the lowest resistance mode.

I am trying to gather more info about this problem. I will update you in a hour.
