How to unlock the memory card
I think you have an SD card, there is a little tab on the side that locks it on or off, see pic, you just need to move this up or down to be in the correct position

I have had my camera for 3 years but never had
The camera takes SD cards up to 2GB (not SDHC cards). If you've been taking pictures using the camera's internal memory, you must first get rid of those pics. With no card in the camera, go into the menu and find "format" and follow the on-screen instructions. Then, insert your new card and go through the "format" routine again to prepare the new card.
Konaki DV7-z camera says card is locked. How do I
SD cards have a slide switch along one edge. The position farthest from the contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card. If the switch is already in the proper position, slide it fully the other way and then back again.
Need a new battery

If you are not able to find your connecting cable.
and i am assuming your need is to transfer the data
to comp. Well what you can do is you can take out the memory card and fix it into the card reader (you will get a card reader vey cheap anywhere.). and connect it to your comp.
Now your card will work as a flash drive and you can transfer data easily then...

Is there an auto-off function?
I had the same problem and when I held down the menu button and the on button the problem was fixed. Hope it works for you.
Camera won't charge
It could be the batteries but my bet is the charger is bad. If you have access to another charger try using it instead. I just had a similar problem a month ago where my charger pretended to work but never really put much of a charge on the batteries.
