Totally inoperative,ie:blank monitor
You don't say if this is a laptop or a desktop. I am going to assume it is a laptop and tell you that one of the Function Keys (F7 or so) will turn off your laptop's monitor, such that you can use an external monitor, for giving demonstrations, using Visio or another type of application that requires a larger screen than your laptop's screen.
So, it is a triple toggle type switch, such that hitting it once, turns off the internal screen. Hitting it twice turns it off while the external screen is working, and hitting it a third time, allows the internal screen to work while the external screen works, too. That way, you can see your external application working, while you're able to focus on the application on your laptop itself.
See if this is the case, that you have it toggled to turn off the laptop internal screen.

Video hardware error
Maybe the cooling system is not working or the power supply is not providing proper power supply.
Can you make sure, cooling system is ok ?
At church we have an overhead projecter and we
- Hit "Start"
- "Control Panel"
- "Appearance"
- "Screen Resolution"
- Now you'll see a box that says "Make this my main" or the like.
- Go ahead and click that.
- "Apply"
There you have it, split-screen again.
Rate this if it helped, if not post a comment and I'll get back to you.
Have a good week!

This has happened to my brother in-law several times! I have fixed it twice myself by downloading the driver package from Sierra Wireless DO NOT USE THE ATT SOFTWARE, at least in an Acer 6920, as it trashes Vista beyond repair. Have no idea why they keep selling this, and why they keep telling him to do it all over again. Didn't work from the very beginning, and the ATT salesman did the first install, telling him that he would just have to restart it at home and it would be "all better" - yeah right, now we know why he doesn't work for a real computer company!!! Try this link...

Pc restart
if the restart is consistent, replace your RAM with a known good one
otherwise, repair your operating system running it from the windows installation setup
Windows doesn't load
Here's 2 things i would try:
1. Install the latest bios first:
2. When you install the new card, go into the bios first and disable onboard graphics (seems like theres isn't an option for that unfortunately, but check again anyway) choose "auto" if you have no "disable" feature.
3. If you have another pc, or a friend with another pc i would test the card on a different pc just to make sure its not a faulty card.
NO DRIVER
Go to the link below and download and install the rellevant graphics card driver.

It sounds like all you need to do is program your channels into memory.
Here is a link to the owners manual; take a look at page 5 and that should answer any other questions you may have

Hi, you only have a setting problem.
Go to "Click START, Control Panel,Then click "DISPLAY" When this window opens click settings on top RHS of window. Click "ADVANCED"
At the top of this window there will be a dialog box with a setting in it and a drop down to choose another setting. select a setting lower than the one already showing. This will fix your problem.
