It is a pump, only motors are measured in Horsepower. I would expect the HP of this above ground combined pump and filter is so low they would be embarrassed to state. It is measured in Gallons Per Hour flow rate.

are you sure its not e99 water temp sensor because their is no 999 code for intex -----------turn off at gfi and unplug for about 5 minutes then plug back in unit some times glitches if code comes back same then notify intex [ good luck ] of code 999--any other code can be found in manual or online ----intex purespa code === ----

If it is new, have you carefully read the manual a couple of times.? It is still under warranty because it is brand new and never used. Phone the Support number and they will troubleshoot with you. If you got is from a bricks and mortar shop, phone them and they will send someone out to you.
