On the bottom of your tablet/PC you will see a COA sticker stating what version of windows was installed. Battery is probably dead. If it's to far gone, the tablet will not charge or work. Also, try taking the OEM charger/chord (not some ebay or cheapo gas station charger) and plug it in overnight. It may suprise you and start to charge.

If the battery isnt holding the charge then you may need to buy a new battery and you can easily order a replacment battery online to make it work.
