its because the game require pixel shader 3 which is a very complicated technology. you can't play that game in pixel shader 2. But still if you have very strong processor and good ram you can play it with swift shader, otherwise it will be slow if you use swift shader.

Start>Computer>C:/Users>[your username/username of local settings you want to find\]>Local Settings.If access is denied you can take ownership of the folder if your using an administrator account.Right click - Properties>Security>Select [your username]>Advanced>Owner>Edit>[select your username]> check Replace Owner on sub containers and objects>Apply>YesClose all windows and reopen.Do not attempt to alter settings in this folder It can lead to serious damage to your computer and / or applications. Altering settings in this folder will at the very least cause programs to stop running properly. There is nothing in this folder that can be used to fix a computer.
