Hi Nick,
I would plug in a new start relay. The start relay is on the side of the compressor.
If the new relay still will not start the compressor then the compressor has been damage from the power outage.

Maytag performa fridge model# ptb1753grw freezer freezing up and the fridge not getting cool. i defrost freezer remove the ice then the bottom fridge gets cold again. but it keeps freezing up again.

You have one or more of your defrost components that are bad. Defrost heater, defrost thermostat, and defrost timer or board depending on model are the 3 components.

Compressor won't kick on

Good day,
First step is to check to see if there is power getting to the compressor. If not you'll need to back up and find where the power was lost. Some models have a low pressure cut out pressure switch. One possibility.
Second, if power is at the compressor then you'll need to check the protective overload, start relay, and start/run capacitor if it uses one.
If everything checks out, using an ohm meter check the motor windings. They may be open ( no continuity) bad compressor.
