The popping sound is most likely your power supply or something on your system-board like a capacitor. If the problem is only the power supply: If you want to see if you can salvage it try just replacing the power supply. The part is around forty dollars. You can google "Dell Dimension 3000 250w power supply" to find a deal on a power supply. Here is a link on how to replace the power supply in that computer. http://support.dell.com/support/edocs/systems/dim3000/en/SM/parts.htm#wp1075727
This sounds like video card. Can be ether drivers or card it self. Try booting in to safe mode by pressing f8 on boor and if it does not work or it does not show option on screen when you do this it means it is issue with card it self. Hope this helps.
It's one of two problems: bad power supply, or bad motherboard. If you are electro-mech inclined, remove the power supply. Take it to your local computer repair shop, and ask for one just like that one. Reinstall, power up should (most of the time) fix this problem. If still no power, you need a new mb. Return to the shop, ask them to replace mb. This repair should be right around $250.0 - tops. Any more than that - replace computer. Hope this helps. Either way, if you wouldn't mind taking the time to rate my response, it would be much appreciated! Thanx and good luck.
