There are a few options, you can try running the program as "Administrator", try running in 'compatibility' mode, or try using a virtual machine.

Virtual Machine:
This can be more complicated, as there are many virtual machine options and will require that you have a purchased serial version of Win95/98. Depending on your ethics those can be acquired by using torrents explained

But I will be succinct assuming you have a licensed version of Win95/98 available.
My recommended Virtual Machine is
Virtual Box, a freely available virtual machine made available by Sun Microsystems.
Navigate to the downloads section at the left of the webpage, chose the appropriate download. When installed, run the program and chose your Win95/98 install disc from your local machine.
Follow the instructions provided by Virtual Box and Windows to get a Virtual Machine running and install your Snooker like normal.
