Your problem doesn't relate so much to WinXP SP2 as to SF, which you should explain properly; it sounds like running SF's software lets you browse their site. On the case, it had a problem running such as running out of available RAM or other facilities it requires, and crashed (with a courtesy message which you quoted.)
Too bad the message didn't describe the actual problem encountered! You can (if the internet cafe permits) look in the WinXP system logs (using administrative tools) to see if there is information on why Specialforce.exe exited abnormally.
Other than that, just retry, get more data, and find out whether that cafe lets you run programs downloaded from SF.
