It is possible that the power outage has damaged your power supply, but there is a way of checking this. Unplug from the mains leave it for a minute, the switch at the back of the ps3 turn to the off position, plug back into the mains, turn the back switch to on to off then on and see if the console will power up, if not, and you have no warrenty left you will have to open up the ps3 there are guides on how to do this on youtube just have a search and you will find quit a few good videos, unplug again from the mains, take the top cover off, looking from the front of the ps3 on the left you will have a rubber insert, with a sticker on it, take out the rubber insert, inside there is one screw you will need a star ended srewdriver, somtimes a small alan key may do it, once undone and out put a bit of pressure on the top and slide it towards the left in should just slide and pull off, you then need a philipes or pozy drive screw driver to undo the 6-8 screws on the top of the inner housing, once they are all undone, from the back pull up and towards the front of the ps3 and it should come away, becareful not to snap the plastic clips.
There you will see the hardrive on the left and the blue-ray drive on the right, you will be taking out the harddrive there will be four screws holding in place, undo these and unplug the wires from the hdd and pull upwards it might be a bit hard because it plugs in the board with 2 prongs make sure you are careful not to go to rough it will come off, once the harddrive is out set the switch at the back to the off position and plug back into the mains, turn on by the switch at the back, what you are doing here is a hard resset once done that and the ps3 is unplugged again from the mains you can put it back together again, you same way you took it apart, make sure the screws for the inner caseing go into the right holes there will be a slightly shorter screw, make sure this one goes back into the right hand back corner, the others are all the same length so no need to worry about them, once back together plug the mains back in and power on from the back and see if it will boot, if you still have the same problem then it is likely that you will need a new power supply. hope this helps and post back what happens thanks.
