First, try double tapping the light again. You may have just mis-tapped.
Next try restarting the laptop. Certain laptops re-enable the track pad on restart so long as a USB mouse isn't connected.
If that fails, navigate to the Mouse Settings on your PC and re-enable it there. If you have a USB mouse you can use that. If not, you can use the keyboard. Windows Key will launch the Start Menu, arrow keys can highlight options, Enter will click on them, Control+Tab and Control+Shift+Tab will switch tabs (in a window that has tabs).
In Windows XP and 7 (and probably Vista), Mouse Settings is located at Control Panel > Mouse > Settings.
Please Go to your control panel and then to device manger and then try to uninstall the synaptic touch pad by right clicking on it.
after the above restart the laptop and let it reinstall the touch pad driver.
This must definitely work.

The TouchPad is turned on at the factory. When the TouchPad zone is active, the light is off.
To turn the TouchPad on and off, quickly double-tap the TouchPad off indicator.
