If the Forced flash setting is already enabled and the flash is still not working, then the issue may be due to another camera setting. Even if the Forced flash setting is enabled, the flash will still not work in the following circumstances:
When shooting MPEG movies
When shooting in the Twilight or Handheld Twilight mode
If shooting with the Burst or Multi Burst mode
Shooting with Sweep Panorama
Shooting with the Fireworks or High Sensitivity mode.
If an external flash is connected.
Please make sure that the Camera is not set to any of these modes. You can check the manual to get the information to change the setting..
If the issue persists, please reset the Camera and make sure that battery is fully charged.
If the issue persists after performing all the above mentioned troubleshooting steps, service is required.

I had the same problem with my DSC-H10 - flash is turned on but no matter what mode its in there is no flash. I took the camera apart and found that the cable that runs up to the flash had a very slight crack in one of the traces. I would be willing to bet this happens on allot of these cameras as the cable flexes every time the flash is activated. I decided to make a repair on the cable rather than replace it so I removed the protective coating with a razore blade and soldered a wire to jump over the crack. Let me say right hear that if you are not comfortable working on electronic devices please don't crack the case - there is a high voltage capacitor that drives the flash on this and any other kind of camera that has a built in flash, if you don't discharge it properly it will rock your world - OR POSSIBLY END IT. I have attached a few pictures that help explain the fix. I will say this, is not an elegant repair but it has worked so far. there is probably a better way to do this, If you have a better way - share it with us all.

If flash settings cannot be changed try changing from burst mode to normal and it will work like a charm, I promise. Had the same problem. If flash is not popping up try using your nail to gently lift it up.

This happens when the flash bulb is fused/burnt .Get the flash bulb replaced and will go fine.
