I have worked on these units for years, & it sounds like the Head alignment is off or possibly a dirty Record/Play Head. If the unit is a year old & has not been regularly serviced by chance. Are all tapes like this or only from one specific recorder? Try Cleaning the R/P Head in both of the units & if this is still not satisfactory, have some one give you a good tape recorded on a known good unit that you can hear OK. Next, with a small blade "Jewelers Screwdriver" (very small tip Phillips blade) in the very small hole above the head, turn the screwdriver carefully & slowly CLOCKWISE while playing back a known good tape in the unit in question, recorded on a different unit. If all tapes sound this way on the transcriber, use this procerdure on this machine. If not, use it on the one that the "Low Volume Tapes" are coming from only. To confirm this, if the "loud & Clear" sounding tape from another recorder is played in the unit in question, & all other tapes from every other unit sound OK, the one that plays them very low is the correct unit to adjust. While holding the 'Erase' button down, press the 'Rewind' or "Fast Forward' button. It will erase the tape while it rewinds or fast forwards.

You'll need a digital recorder (Dictaphone makes one - a Walkabout Model 5220). Transferring a recording from an analog (tape) machine to a PC requires a patch cord to hook it up to your PC, then some sort of software to record it while it's playing back.
