You have to contact the network provider from whom the iPhone was initially. If the network provider doesn't provide an unlocking solution, You can try to get it unlocked from any private source. Have you tried putting your old sim into another phone then transferring the contacts to the old phone, then putting your new sim in the old phone and copying the contacts onto the sim, then put your new sim (with copied contacts on) into your iphone and import contacts.
If your Iphone is officially unlocked then it should work with any (other) network compatible SIM card - just insert a friend SIM on another network (or just get a 'free' Vodafone pre-paid starter SIM for testing) and turn-on the unit - if it is locked in any way, it will tell you! When you do a factory reset, your unit will normally reverted to original 'o2' BRANDING and defaults: this can only be removed by reflashing/reprogramming your iPhone with 'generic' Apple Iphone firmware. 'Branding' in general in an unlock hanset will not stop you from using most of the resources of your new network but 'unbranding' (andor 'unlocking') can always be performed by a qualified technician. Have you tried transferring contact via "bluetooth"?
If both device support "blue-tooth" capability, you may be able to pair both devices and transfer contacts from the source to the target, without imputing anything.
Is your sim card csm or cdma? I'm not sure if the iphone can handle both, but I know it works with GSM.
If you have a gsm sim card, then you just need to unlock it. Of course, Apple won't let certain carriers use their phones legally. So you have to unlock it. I don't remember the exact process, but there's a good program to help you through it step by step.

There's a lot of informtion there, so make sure to read up to find what's best for you. You'll need to know the firmware your phone is using 1.1.4 to 2.2 you need to know. The site I posted should have all the info for you.
Again, if your sim card is gsm, it should be no problem to use your sim.
It sounds like the handset is iCloud locked (find my iPhone hasn't been turned off). This happens too many second hand phones, the previous owner isn't aware of this or u have bought a stolen phone?
If you know the previous owner they would know the apple ID and ID password to activate it, after that you would have to do a reset the phone.

in order for it to work rite its going to need a fulll charge. i will plug mine in to the wall or outo and keep pluging and unpluging it not from the phone but the wall or cigaret lighter untill it charges it. try removeing the battery
