If it is a Craftsman riding mower, it has to have a drive belt unless it is shaft-driven. Its behaving precisely like a mower which has a drive belt that is so worn its "hanging by a thread - literally". That's why it won't pull a hill but is OK on level ground. You need to replace the drive belt, but you need to find it first. Consult your manual about what belt to use (you can get it at Sears) and the routing pattern.

LOOK AT THE DECK OF A UNIT AT THE TORO DEALER AND SHOOT A PICTURE OF THE BELT.

Either the belt you are using is not the correct lenght and width, or one of your pulleys is worn out. Make sure that you are using the correct belt. Poulan mowers (made by AYP) will typically use a fractional length belt...meaning that you have to buy a Poulan belt to go on it. With the proper belt and pulleys, the front drive pulley should be level and the belt pattern should not contact anything other than the pulleys.
