Normally this is from the crown and case tube being dirty. This slows down the rate at which the crown can be turned so the switch inside cannot get triggered to move the hands quicker. Sometimes the turning action can also be so that the switches do not actually 'see' the crown was turned and so the hands do not move.
The solution is to have your watch serviced.
