Official system requirements were an Intel 80386 DX CPU of any speed, 4 MB of system RAM,
and 120 MB of hard drive space.
Also, in some cases, if any networking or similar components were installed the system would refuse to boot with 4 megabytes of RAM.
It was possible to run Windows 95 on a 386 SX but this led to even less acceptable performance due to its 16-bit external data bus.
To achieve optimal performance, Microsoft recommends an Intel 80486 or compatible microprocessor with at least 8 MB of RAM

Should be able to get it to work in compatibility mode (right click the shortcut and click settings > compatibility)
Some older games do not recognise modern hardware though so it may say you don't have enough ram etc.

What is device manager

device manager is a control applet in windows. It informs you what devices (keyboards, dvd players, hard drives, mp3 players, webcams) are connected to your computer. You can also manage your drivers with it (drivers are the programs that tells windows how to work with the hardware specifically)
in windows 95, 98, and ME you can get to device manager by Settings > Control panel > Device Manager tab

Please, for the sake of the internet. Upgrade you operating system. There is no reason for running such an out dated and insecure operating system. If your hardware is extremely old, you can try one of many distributions of Linux free of charge.Many of these distributions have been designed specifically for use on old hardware.

Try this if connected parallel:

This error may occur if you have a computer with an ECP port in Windows;
INCOMPATIBLE PARALLEL PORT PROTOCOL: During the PLUG n PLAY setup, Windows usually sets the parallel port driver for ECP mode if the computer's hardware port is set for ECP or, in some cases, ECP+EPP. Windows 95 will utilize data compression during ECP data transmission which can cause "garbled information" if the receiving device, such as a printer, is not ECP compatible.

SOLUTION:
Change the Windows Operating System's printer port driver (LPT.VXD) to the standard mode (non-ECP).
Windows XP:
1. Click on "Start", then "Control Panel.
2. Double click on "System:, and click on "Hardware", then click on "Device Manager"
3. Click on "Ports (COM & LPT)" section, and click on "ECP Port".
4. Click on "Driver", then "Update Driver"
5. Click "Install from List or Specific Location (Advanced)", click on "Next"
6. Select "Don't search - I will Choose Driver to Install", click "Next"
7. Select "Show Compatible Hardware"
8. Select "Standard Port" on the left window and "Printer Port" on the right window
9. Click on "Next" and Click on "Finish" and close all windows
10. Reboot/Restart your computer to ensure the changes are activated.

Will Dell Axim sync with Outlook 2000 on Windows 95?

It should if you have USB on the W95 machine. ActiveSync is compatable with W95. It worked for me with Outlook 98 on a Win95 laptop synching to a PC2000 PDA (Jornada), however I was using a serial cable.
