When you get to that screen, there should be a menu option for the game that you just tap to start the game. Look for a menu option on that screen that looks like the name of the Game Card you have inserted.
If you want to skip that screen, set the Nintendo DS to AUTO START the game.

Ah the deadly no read. this has been caused by the reading chip being scratched horribly or the slot pushed out of place i suggest you confiscate it for a while
Defecttive Slot 1
Look inside with a litte light. You will almost certainly see bend pins. You son has almost certain play with someting sharp inside the connector.
Slot1 must be replaced
Where did you buy this game? Is it from a reliable source? There's been known fake DS games that don't work. And usually the case is the game shows a message "can not access saved data. please turn of power and re-insert game". This is actually my first time with a case where it can't erase the data. Try contacting the previous owner.
how long have you had the console for? if you havnt had it long (less than 12 months) you can get a free replacement or free repair where you got it from, one or two of the teeth where you insert your game might be damaged, see if you can get it sent back, if not local gaming repair shop, works out cheaper to get it fixed than buy a new one, for repairs usually £30-£35 new DS £99 or more, i hope you can get it sorted
