1st is the LINE and second is to connect the telephone.
To send and receive fax, u must connect the line into the first jack.

Cannot get dial tone to send a fax

try to reset your printer to factory setting

purchased your HP PSC. Choosing to restore your factory defaults restores
all settings, except date information.
You can perform this process from the front panel only.
1 Press Setup.
2 Press 5, then press 3.
This selects Maintenance, and then selects Restore Factory Defaults.
The factory default settings are restored.

and you can find the manual at this link

Me again 2210xi all in one fax problem

The "tags" says no dial tone, so I wonder if you can send faxes? If not I would suspect the connection is not correct. The preferred setup would be to connect the phone line from the wall to the line input of the 2210 and then plug the phone (and answering machine) into the phone output on the 2210. Looking from the back the should plug into the jack on the right and the line to the wall should plug into the jack on the left. It is possible (??) that the 2210 will not present an autoanswer option if an active phone line is not connected. You can see the setup instructions for the Fax here. Note HP recommends using only a 2-wire phone line.

Also, do you have DSL on the same line? This can cause some issues.

Sending fax

Iam afraid HP Supports VOIP Services, they always says that we do not assure fax in VOIP Service because it is not analog it is digital they always refer to your service provider
Also you can tried reducing the speed of the fax machine
That is> Press Menu/Setup> then scroll toAdvance Fax setup> Then Fax Speed> then Press Ok> And reduce the speed to Slow and then try.

Good Luck

My hp 2210 will not receive faxes

Ok the first thing you need to check is to make sure that you have auto answer turned on so that the machine will pick up when you are trying to receive.

There are alot of different factors that can effect your ability to receive a fax - see the link attached from hp's website and read about your specific setup. Things that can effect the fax would be voicemail, digital phone line, distinctive ring service, call waiting, the fax being plugged into a strong connection.
