Yes, the flashing battery icon tells you it's time to change the battery.
Despite of that the watches are fitted with brand new batteries when they are leaving manufacturer, there can be a significant period of time till they reach their new owners and the watch battery can be flat (or allmost flat) at the selling point.
I suggest you visit sellers shop again a.s.a.p. and ask for the brand new battery to be fitted under the warranty.

SOURCE: The time display won't stop flashing
Q: Why does the time on my clock flash?
A: A flashing display is an indication of low battery power. We
recommend using fresh alkaline batteries. We do NOT recommend using
rechargeable batteries or heavy duty batteries in any of our digital
products. They are not designed for this type of use and may cause the
unit to perform as a defective unit or not at all. They will also cause
the display to flash 100% of the time.

Could be photoconductor at end of life.
You shoul still be able to do a printer test print (press the arrow button).
Look on the printed pagesfor Toner AND Photoconductor.
These show as OK when new or very low count, and 100% when fully used.
If the toner is showing as 100% when you've just replaced it, either the chip is faulty, the wrong one, or if the cartridge is a remanufactured one possibly nor been replaced.
