It sounds like you are trying to call-into a Voice Mail
system managed by your Telephone Service Provider
(whom we used to call "the phone company").
Call your telephone service provider and ask them to
explain how to manage their "voice mail features",

its not possible to retrieved deleted dialed numbers from your phone because you phone does not have a recycle bin. A computer as recycle bin that's why deleted files are retrieved.
Contact your service provider, they should be able to give you a list of your dialed numbers. Usually, your service provider keeps a record of all your incoming and out going calls.
The problem you have is that the message service center number on your phone in not correct.
This is what to do, get some one you are using same network, go to message setting and go to the service center. You should use is own number o correct your own because network as the same service number.
For 1 thing dont buy locked phones. there are reasons its locked. if phone is stolen the number of the phone is recorded with service cant be activated.befor buying a phone, call service provider to make sure id of phone is clean and no old bills on it. dont try to go to another service they are service spacfic. good luck
