In most cases, using hot water helps to remove greasy foods and debris. Also, in theory, hot water at 140 degrees or higher, for a final rinse, is supposed to sanitize the dishware. It will work unless yours has a sensor that monitors temp and will give you an alert and in some cases, can shut down machine. This is not common on residential units though.
You can connect a dishwasher to cold water and it would function good. Its best you follow instructions on the manual.

hi if this machine has a visible heater element then normally when it has filled then starts to wash then u stop programme by opening the door then the water level should be covering the element but be below the lower spray arms by 2.5 centimetres or so like ERAN says when finished you shouldnt see any water in the base but if you take out the grille or base filter then you may see some water under that....

Some water in the tub after the cycle is complete is normal. most dishwashers are time filled with a float switch as a safety device. the actual level depends on the fill time and the water pressure. what exactly is the d/w doing (or not doing) to make you think there is a problem?

In my opinion you always connect to the hot water unless there's some compelling reason not to like your dishwasher's manual says to connect to cold. Your dishwasher will heat up whatever water you have connected it to, but since you have a tank of preheated water already sitting in your water heater you should use that.
The "resin in the water softener" example, I think, makes no sense since your dishwasher will heat up the water to something like 160 degrees Fahrenheit no matter if the input is cold or hot...
