The OS upgrade is controlled by the phone manufacturer.
You can look through LG's website to see if they plan any upgrades.

My understanding is that the lg ks20 runs on windows mobile 6.
So you have two options, to download opera mini or opera mobile (which is much more powerful is more of a full web browser).
To download opera mini just go to mini.opera.com using your phone's web browser and it will instruct you on how to install.
To download opera mobile, go to http://www.opera.com/mobile/download/ and active sync your phone to install.
