Anon, looks like there is a defect in that model of watch, return for refund and purchase a different model.

While Fossil do give a list of instructions, they are not given type numbers so you will have to sort through their list to find the instructions that are for your watch.
If you put the cursor over each of the descriptions in the list, the diagram changes to show a drawing of the watch that the instruction is for. This way you can quickly locate your watch on the list.
Your watch is Chronograph watch and the big centre seconds hand is for chronograph function only - not day to day seconds counting. Check the small dials and you will see that the small seconds hand is already counting seconds- this small one is seconds counter. To engage chrono hand push the upper push button once. To stop it - push the same button again. to return to zero- push lower button.

mcdevito75 here, You may have to go thru the entire setting sequence to get your Fossil watch going right. Along with setting the day, week etc. you may also have to reset the hour and minute, give it a try and see.
On some watches the winder needs to be screwed (clockwise?) after pushing it in.
If this does not solve your problem, I suggest you go to your nearest dealer (for a list see the the Fossil website and go to the bottom of the screen and click on "store locator").
It may be that the watch is faulty and needs to be returned as a claim against the warranty.
