Caller ID is a service that is provided by your telephone service provider and not the phone. If the phone company isn't sending your line Caller ID data, your phone won't display it. As for getting the handsets to ring, try pushing the volume up key while the handset is off, the more times you push the button, the louder the ring will get until you are at max ring volume. Also, some models have a "Do Not Disturb" feature which turns the ringer off. Without knowing which model phone you have I cannot tell you how to turn this feature on/off. but you can look it up in your manual online at http://www.uniden.com/index/manuals_results.cfm?cat=1

Not too sure about the no dial tone issue, but you can check to see if the DND is turned on...
Press the Blue Superkey and scroll thru till you see DND (Do Not Disturb) is on and shut it off.

I don't think its a good idea to back the vms cover rings to 8. The furthest I'd go is maybe 6.
Changing the VMS cover rings on a Partner system is done on either ext 10 or 11.
At one of those ext's press the feature key and "00"
next press the left hand intercom twice
the display should say system programming
enter in "#321"
the display should say VMS Cover Rings and ask for an extension number
enter the extension number you wish to change
The current ring data should be displayed
enter in new data (8 ring if you wish)
press feature "00" to logout
