I got this from day one. It's not a dirty part. Support have me the run around. Over 100 pictures of the exhaust and intake set up. More pictures at each level of support. After 80 hours of phone time with support I have up. A few months later I got a random person at rheem and he sent flame rods to me. I replaced them and it worked. For about a month. Then 13 again. I've had it apart so many times to check for a blockage because that's what they tell me. I seen a few people claim it's the gas control valve being plugged up and to take it apart to get any debris out. That's the last thing I have yet to try.
My outdoor Rheem tankless was flashing a code 13 so I why’ll I was in front of it I pulled the relief valve also known as TMP valve and noticed that after a second or two I smelt gas coming from the vent I am mediately knew that it did not light so I tested the coil and it was not giving any spark so it was not igniting sometimes a code 13 it’s something simple that doesn’t require a lot of looking or testing just simply knowing how the unit works is a big help
Richmond is Rheem:
C13 is vent or gas supply problems

I had the same problem with my Paloma a year and a half after installation...contacted Rheem customer service (800-432-8373) and they recommened a local installer in my area. The technican diagnosed the problem as the "flow control valve"; he managed to get Rheem/Paloma to cover the part under warranty...I only had to shell out the money for the install.
SOURCE: richmond water heater, goes into lock out
flame sensor error remove and clean with steel wool or replace but becareful because most of them have the ignitor and flame sensor on one bracket and the ignitor is fragile and most important don't touch it the oils from your skin will cause it to burn out
