Batteries don't like just sitting around, they like to cycle that is discharge and charge. Yes you most likely need new batteries. Long slow charging is best for batteries, I would give them 8 to 12hrs.
1) Order a new charger. 24 volt 3-amp. 2) Replace the batteries if they are over a year old. Usually two each size U1 gel\AGM or SLA 12volt 34amp-hour.
The problem is going to be your motor. After extensive usage, the motor will give up internally and some times it will burn and melt the possitive/negative cables at its housing and it will give you issues with the batteries and the module.
Babble replace the batteries and check out my tip on charging your new batteries. if Medicare paid for your chair then they will cover most of the cost of new batteries contact the provider that sold you your chair and ask if they can change the battries for you Hope this helps
Evaluate your batteries. 12v Single or 24 together.
